FCC’s New Channel Change Opportunity for Class A TV, LPTV, and TV Translator Stations
On May 28, 2024, the Federal Communications Commission (FCC) Media Bureau announced a significant update for Class A television (Class A), low power television (LPTV), and television translator stations (TV translator) stations. Beginning August 20, 2024, these stations will be allowed to file major change applications to change their existing channels. This opportunity marks the first step in lifting the freeze on major modification applications that has been in place since 2010. Here’s what you need to know about this new development.

Lifting the Freeze
The FCC’s announcement ends the 14-year freeze on major modification applications for Class A, LPTV, and TV translator stations, allowing these stations to file for major changes. However, the freeze remains for other major modifications and new LPTV and TV translator station applications until further notice.
First-Come, First-Serve Basis
All applications will be processed on a first-come, first-serve basis and will be cut off daily for mutual exclusivity (MX) purposes. Applicants will have the chance to resolve their MX through settlement or engineering amendments. Non-compliant applications can be amended within 30 days without creating new MX conflicts. Non-compliance will result in dismissal.

What Changes Are Permitted?
Class A, LPTV, and TV translator stations can apply to change their channels without geographical limitations. Other major modifications, such as moving a facility more than 30 miles, remain restricted. This change aims to improve viewer reception issues and enhance service quality.
Application Process
- Class A Stations: Applications must be filed electronically via the Commission’s Licensing and Management System (LMS) using FCC Form 2100 – Schedule E, with a fee of $4,755.00.
- LPTV and TV Translator Stations: Applications must be filed electronically via LMS using FCC Form 2100 – Schedule C, with a fee of $865.00.

The FCC will announce further plans to lift the freeze on all major changes and resume first-come, first-serve applications for new LPTV and TV translator stations at a later date. The current opportunity for channel changes will remain available until further notice.
Important Considerations
- Compliance: Applications must comply with the parameters set by the FCC. Failure to do so will result in dismissal.
